The Character
Mikami is a very interesting character in a very weird way. He is smart enough to understand Light's thinking, but he doesn't really contemplate with possible consequences of his actions *as we see in the latest chapters.* Furthermore, it might even believed that Mikami is a more crazy Light-follower than even Misa is. He blindly obeys whatever Kira says and truely believes he is a God, going to any lengths to prove his loyalty to Kira. This guy also has a very interesting way to carry himself, and he has some social skills at least, which allowed him to have connections with Takada. In boldness, Mikami is a very bold person who did directly talk to Kira on television and make himself known. When he puts his mind on something, Mikami goes all the way, which could be a good thing, or a bad thing (as we see at the end of the Death Note series). In either case, a bit weird.
History
Mikami was the type of kid who got bullied by other children in school. He saw the disaster around him and how humans treat each other like savages. Thus, he concluded the world was basically chaotic until Kira came in and really brought order and terminated the people who didn't deserve to live. Because of this, Mikami went to every show or gathering that supported Kira, and eventually got noticed by Light. Light, knowing that Near was hot on his tail, sent Mikami a Death Note so that he would continue to carry out judgements while Light could take the suspicion off of him. And so, this is the tie that brings him into the story
